Filipino inventor develops electric car conversion kit

A filipino inventor has claimed to have developed a concept for an electric car conversion kit that costs a fraction of the normal cost that would be incurred when converting a vehicle to electric. At the heart of his conversion is a dozen capacitors, 6 12-volt batteries and a DC electric motor.  The cost of the kit is around $2,100.00 US Dollars and can allow your car to travel 10 kilometers for every 1,000 watts. He also mentioned that he is out of money and that his concept is a ‘diamond in the rough’. Investment opportunities anyone?
